Approved by the State Council, on December 12, 2018, China International Trade Representative and Vice Minister of Commerce Fu Ziying and Macao Secretary for the Economy and Finance Leong Vai Tac signed the Agreement on Trade in Goods under CEPA in Macao. The agreement enters into effect from the day of signing, and will be implemented officially from January 1, 2019. The Acting Chief Executive of Macao SAR Chan Hoi Fan, and the Deputy Director of the Liaison Office of the Central People's Government in the Macao SAR Yao Jian witnessed the signing ceremony.
The Agreement on Trade in Goods under CEPA is an important part of the upgrading of CEPA, a special economic and trade arrangement of the Mainland and Macao under the frame work of "one country, two systems" following the WTO rules, and is also a measure to implement the important spirits of the report of the 19th National Congress of the Communist Party of China on implementing high-level trade liberalization and facilitation policies, comprehensively promoting the reciprocal cooperation between the Mainland and Macao, and supporting Macao in integrating into the national development plan. It fully shows the supports of the central government to the long-standing prosperity and stability of Macao. The Agreement on Trade in Goods under CEPA is a sub-agreement of CEPA. Together with the Agreement on Trade in Services under CEPA, the Investment Agreement under CEPA and the Economic and Technological Cooperation Agreement under CEPA, it completed the upgrading of CEPA, and realized the CEPA upgrading goal put forward by the 13th Five-Year Plan ahead of schedule.
