The signing of the Declaration is a significant trade and economic achievement of President Xi Jinping's visit to Russia, showing the steadfast determination of China and Russia to deepen their mutual beneficial cooperation and promote trade liberalization and regional economic integration. It also shows the common willingness for a comprehensive and high-level trade and investment liberalization arrangement which opens to other economics in the future. It will inject new strength for the comprehensive strategic partnership of the two countries.

The economies of China and Russia are highly complementary to each other with solid cooperation basis. China is Russia's largest trade partner. The bilateral trade maintains a steady growth in recent years and the two-way investment enjoys a great potential.

On May 8 2015, China and Russia issued the Joint Declaration on Construction of the Silk Road Economic Belt and Construction of Eurasian Economic Union in Moscow, reaching a significant consensus of docking cooperation between the construction of the Silk Road Economic Belt and Eurasian Economic Union. On June 25 2016, China and Russia issued the Joint Declaration again in Beijing, emphasizing the significance of implementing this consensus, and advocated building a comprehensive Eurasian partnership on the basis of openness, transparency and the consideration of other's benefits. Carrying out feasible study on the Eurasian Economic Agreement is an important step to implement the consensus of the leaders of the two countries, not only contributes to exploring further expanding bilateral trade investment exchanges, but also works on creating a fairer, more transparent and more convenient trade and investment environment, so as to jointly promote regional economic development.
